Why Measure B makes fiscal sense |

As mayor of San Jose, I talk to hundreds of people each month. Across the board, I hear the same things: You want common-sense solutions that will solve the problems we face every day. Transportation is one of those problems. Over the past few years, it's been made much worse by high gas prices and a growing awareness that we can't depend on uncertain foreign oil supplies. That's why it makes so much sense to bring BART to Silicon Valley and complete the rail link around the Bay. And that's why I'm urging voters to say yes to Measure B on November's ballot.

Peninsula residents in Santa Clara County next month will vote on a ballot measure that seeks a 30-year sales tax increase of 1/8 of a cent to operate a planned 16.1-mile BART extension from Fremont through Milpitas, and San Jose to Santa Clara. On the surface, a BART project in the heart of the South Bay may not appear to be a direct boon to the Peninsula, where Caltrain reigns as king of the rail commute. But we believe a BART extension will spell some needed traffic relief for this region as well as the entire Bay Area, and for that main reason endorse Measure B.

If BART extends to San Jose, all of Santa Clara County would reap the economic benefits, according to an economic impact study commissioned by the Valley Transportation Authority. The 13-page study estimated that by 2030 the county's gross product would increase between $4 billion and $7 billion and travel time savings would total between $2.5 billion and $4.7 billion. Employment figures are also expected to increase by between 1,600 and 5,700 jobs in Santa Clara County.

We know that times are tough right now, and that is what makes right now the perfect moment to invest in our valley's economic and transportation future. We have the opportunity on the November ballot to give families an option to move away from the expensive fossil fuels that are pinching our budgets. We have an opportunity to create jobs in Silicon Valley. We have an opportunity to improve transit in the Bay Area. All while protecting taxpayers' pocket books. This opportunity is Measure B. And we urge you to join us in voting yes.

EVEN the strongest supporters of BART realize this isn't the greatest time to ask voters to up the sales tax to .0875 from the present 8.25 percent. If Measure B on the Nov. 4 ballot gets the needed two-thirds favorable vote, the assurance of a secure flow of funds for the operation and maintenance of the 16-mile long extension from Fremont, is expected to unlock hundreds of millions in state and federal funds. These would add to the money voters gave the Valley Transportation Authority in 2000 which included funds for engineering and design, right of way acquisition and construction.
